Defective screen or normal for V30?

When scrolling in apps that either have black or dark background, or a website that has images with black or dark areas (such as hair on a person's head), there is an inky blur that follows the scrolling darkness.

This is also especially noticable in apps in night mode, with white text on black. Scrolling side to side or up and down, the text gets thinner, like shimmering as it scrolls, from the dark blur that follows.

It's almost as if the "off" OLED pixels can't refresh or turn on fast enough to keep up with the scrolling images and text. It's really distracting in general, but especially at night. It's also really surprising... My 3 year old Droid Turbo has better screen clarity than this, and the OLED panel in general just looks better quality and more balanced.

Has anyone else noticed display issues like this?
