What title do you use when you don't know the gender identity of the person you're addressing?

Context: I've never met the person before. I'm writing them a letter, and like with a formal letter, I have to address them. So I haven't spoken to them yet and haven't asked them their gender, unless I email them first and ask what title to put in the letter
I read that "Mx." is used for those who do not identify as being of a particular gender, or for people who simply don't want to be identified by gender. But what if they do identify with a gender but you just don't know what?
