Frame drop issue

Ok, so recently I started having severe frame drop issues in a game that used to stream smoothly. I looked online trying to see what was wrong and most people said it is an internet issue, I ran a speed test and I'm getting 700mb download and 24ish upload. I tried playing with the settings but nothing really helped. The frame drop is random and at weird times in the game so I don't feel like its the game but I can't seem to fix it it. Any ideas?

PC Specs: 32g vengeance pro RAM 2080 super gpu Ryzen 9 3900x cpu

I can post a Screen shot of my SLOBS settings when I get home from work.
