Need some help regarding 1080p60FPS

I understand that this might be more suited for Technical Tuesday but I am having a small error with 1080p60FPS.
So I record using ShadowPlay at 1080p and 60FPS
Render using These settings on Vegas Pro v13
This is the properties of the rendered video and it says 59 FPS
And on YouTube it is 1080p59FPS
Any tips or fixes on this? I'm assuming that this is a rendering issue since it renders at 59 FPS but I'm not sure how to fix it.
Any advice would be loved.
