A question on collecting/etc

So, I'm a bit new to this. I have been drooling over the star wars UCS sets for a few years now, and my wife got me one of those coffee mugs you can build legos onto for Christmas, so I decided to get a star wars microfighter to stick on it. Well, I had so much fun with that I used an amazon gift card to get myself the AT-AT and snowspeeder sets. Now i have the boba fett slave I on backorder at lego.com as well.
So, a few questions
1. When is the best time to buy the UCS sets? When do they get retired? (I am thinking specifically about the Red 5 UCS set for myself)
2. How often are old sets re-done. Is there any schedule?
3. How often do UCS sets come out? From what I'm seeing it appears to be a summer release and winter release?
