Are X-men and Civil War available wrapped....anywhere?

I've been trying for a while and can't seem to find them anywhere but ebay for just....insane prices. Is there some secret to finding these that the community knows and I'm missing? Also, why are they more out of stock than expansions that were printed earlier/around the same time? BGG doesn't even rate Civil War as one of the best expansions.

I'd absolutely need the copy of X-Men to come with the Magik bystander, as well....unless it's in another set I'm not aware of?

Edit: I decided to just bite the bullet and get Civil War and X-Men on ebay.
