What would happen if someone with memory loss couldn't be identified?

I'm not sure if this is the right sub to discuss this, but I've had this hypothetical floating around in my head for a while now.
I don't know how likely this scenario is, but if someone was say, found passed out somewhere and woke up in a hospital with no memory of who they were and are unable to be identified, what would happen to that person?
Would the hospital or some other governmental body have an obligation to set them up with a new identity if nobody is able to discern their previous one, the patient included?
I'm asking more broadly here, but if you want a region to focus in on, since laws change with location, then I live in the UK: Northern Ireland, specifically so you can use that.
