My neighbour expressed his desire to kill my pet cat Oscar, a day later I found the little guy clinging to life before dying moments later. I confronted this person on Facebook messenger and he once again expressed his desire to kill Oscar and claims to have quote: "only put out a natural spray for pest control". I am now writing a demand letter for payment of destruction of property. If I were to include my intent to direct my case to law enforcement and possibly include a list of laws within the Criminal code of Canada to which I feel he has broken. (without actually accusing him), I am wondering if it falls into the area of extortion?
