Is this allowed? Rent increase

I live in Nova Scotia and after 1 year of living in a flat in a small house, my landlord asked me to pay for my electricity instead of the 5% rent increase.

Now I'm paying like 3 times in power for what could have been the 5% increase.

Is this allowed? Technically they didn't increase my rent and just asked me to pay utilities but also l'm paying much more than what I was paying on last lease.

I'm not sure but if I can recall, the previous property manager told me if the power is more than 5% increase, then they might reduce my rent as well.
