Car slightly damaged due to condo repaving

So my condo is repaving the drive way and it’s part gravel right now. There’s a dip (about 6 inches) when I exit the garage and my car is low (by default, I didn’t lower it). I went over it and heard a metal scraping sound. No warning signs or boards as ramps or anything. I complained to the concierge and he said “that’s the only exit”. Shouldn’t they put signs or redirect the traffic? He told me to come back in the morning to complain.

It looks like a black plastic piece was slightly damaged. Are they liable for this? Would their insurance cover this? I assume I would just get an estimate and get back to them.

Any advice would be greatly appreciated.
