Dispute between a Canadian and an American

Hi, I was wondering if I anyone would be able to provide me with information on what I am able to do in my current situation. I am a Canadian who made a verbal contract with an American in the city of Indianapolis. Neither of us live in that city. He agreed to do some art for me on some magic cards I provided him for $10 each. There were 15 items to be done, work was to take 3 months to 1 year. I was to send him descriptions of the artwork when I arrived back home, I had shown him 2 samples that I had already acquired from another person. The artwork I requested and he agreed to do was a copy of some anime fan art. We had many emails (which can be requested) confirming various things about the artwork and the production schedule. After approximately 8 months he says he can take payment and they should be done. After some delays in deciding how to do the payment we go with paypal and I am to pick up the artwork at GenCon. When I am able to meet him at gencon he only has 3/15 pieces done and ready for me to take home. He states that he needed to touch things up on the others that he had thought he finished. The 3 I received were very nice so I had no problem giving him extra time. Extra time has turned into many excuses and 2 years (making the duration of the deal 3 years). I would like to know what my legal options are as he is a professional painter. The cards that he was to be painting on are worth $500 for 15 cards (3 I have received). I also paid him $165 ($150 $15 shipping that I was going to be reimbursed for because I was picking them up). If the correct option is to sue him, and from what I have been previously told it would have to be in Indianapolis would I be able to include travel expenses to get to court? Also would anything other than the physical monetary values listed be able to be included in the court action? Is there some alternative I have not been able to think of noting that I will most likely be seeing him at GenCon again in 1 month. Thank you to everyone that is able to help me out in advance.
