Parent stole money from adult sibling

In Michigan. My brother (19) had a graduation party recently and received ~$1100 total in gifted money. My father, who has a history of abusing us financially, took the money for “safe keeping” and is keeping it from my brother. He refuses to give it back.

Are there any legal grounds? What should we do, if we can do anything?

Some potentially important things: my brother does not live with my father, my father was the one who threw the grad party (wasn’t sure if this means my dad could keep some/all of the money)
