State differences in sentence and licensing

I can’t seem to find any legal opinion. Can a misdemeanor conviction in one state be a bar in another (for licensing) for the only reason that a similar crime would be considered a felony in the other state. Said another way if I have a misdemeanor conviction and apply for a license in another state can the only reason that I was denied is if I had committed said crime in the state it would have been a felony?
