Neighbor screaming and threatening their child almost every day; PM and police say they can't help.

Me(28m) and my girlfriend(31f) have lived in our apartment for around 2 months now. On an almost daily basis, we are woken up at 6am by screaming and threats of violence from our neighbor at their child(14f).

We have called our property manager several times, and have been told every time that they can't do anything, and to call the police. We call the police, who tell us they can't do anything, and to call our property manager.

We have recordings of some of the outbursts, including a direct threat of violence against the child. Specifically, they have threatened to punch the girl in the face. There is an infant in the same apartment.

The day we heard the direct threat of violence against the child, we called social services, who also told us there was nothing they could do and to call the police, since this was just a verbal threat.

We have a meeting next week with a local lawyer, but our hopes are fairly low, as we are barely financially stable and likely couldn't afford a real legal battle.

My girlfriend grew up in a significantly abusive household, and this is bringing back awful, traumatic memories for her. She wakes up with panic attacks and crying most mornings.

We just don't really know what to do. We can't move, because we are in a 1-year lease, and the PM won't allow us to move, even to another property of theirs elsewhere.

The police won't help. The property manager won't help. CPS won't help. What can we do?
