Landlord taking out of security deposit for garage fees [NY]

My girlfriend and I are students leasing an off campus apartment. The landlord company stated in the lease that they will be taking $15 a month from our security deposit to pay for garbage removal. I was recently told that this is not legal for the landlord to do and was wondering if I could get some tips on how to proceed if that is true? I know it will most likely be small claims because it’s only $800. Any advice is appreciated!
