What to do about a local business causing traffic problems? [IN]

There's a few locations in my area of a national "christian" chicken sandwich shop. Lines for the drive through constantly back up out of the parking lot and block access to other businesses, and I've seen lines at one location back up all the way to the highway exit.

I don't think there's anything that the restaurants themselves can do. They've added multiple drive through lanes and renovated to accommodate more cars and the traffic problems are still really bad.

I work in the area and often can't get to or can't get out of a business that I need to get to because of the drive thru lines.

What can I do about this? Is there someone in local government I should write? Should I call the police every time the line blocks an entrance?
