If someone was given a (super old) car from a family member right before lockdown, didn’t title transfer or register the car, what should they do?

Can they sell the car i.e. to CarMax, or should they just junk it to avoid fees, etc?
It’s a 2004 and it really wouldn’t even pass inspection either which is partly why registration didn’t happen, along with DMVs being closed in covid.
