Indiana public records access question

Maybe not the right place but hopefully someone can assist with an informed answer since hours on google and the state websites have given me no answer.

As background I was involved in a vehicle incident back in May. In total 4 officers responded - 1 on ATV and 3 cars. I wish to request the dash/body cam videos for them from the agency. However, they require a $150 per item fee. Meaning this would cost, at minimum, $600 and at most $1200 . This seems wholly excessive and a play by the department to discourage requests and providing information as required by the Indiana APRA statute.

My reading of the statute is that this fee wouldn't fly, but since we're talking about digital video I'm not sure - and I can't find any ruling from the Access Counselor that specifically addresses fees and video recordings.
