Texas/Louisiana Civil suit of pet ownership

I just need guidance on how to proceed in a civil suit against my ex-husband who fraudulently claimed my dog as his and illegally took possession of her. We have been divorced for 7 years and in our agreement of distribution of property, he let me take the pets. Even though this man has not been in my life for the last 7 years because we at one point were married he has been allowed to bully me and refuse to return my dog. I am having to go to civil court to get my dog back. I am at a loss at how to go about all this.

I live in Texas and have been told by my Justice of the peace to pursue the civil matter in my county since I live here and the action took place here. but I have been told by others that because he lives in Lousiana and took my dog to Lousiana to file the civil suit there. On top of that, I have no clue how to even do anything paperwork wise in Louisiana. I called the justice of the peace and he just said to write a letter which I have but I am unsure if I did it right and I was given no direction on how to pay the fees to file.

I am not sure the right course of action to make sure I do everything right to get my dog back. I can't afford a lawyer so I am having to do everything myself and honestly I am getting more and more depressed because I am so confused and at a loss at how he is allowed to do this to me. I just need advice and guidance.
