I just want to know is it legal to follow someone under the age of 18

I'm in a caravan field and there is another one next to it that's private ( I guess ) and I was just there to use the bathroom as its the only one within a kilometre or two I was followed by someone who is not wearing staff uniform as I was making my way out and they only revealed themselves when I said are you following me is it legal to follow children who are obeying all rules and law of said area and doing no harm they also insulted a community I am part of saying travelers and nacker is this okay because I was on not label private property to go to the bathroom this member off staff was well over 18 in 60s at least.This took place in Ireland.
