[WA State] Can I build a solar array on a utility easement?

I just bought some rural property with no utilities run to it. I have a 60 foot wide easement to the property "for Ingress, Egress, and Utilities". The easement on the the northern edge of the other parcel but the 15 foot wide road is on the southern edge of the easement, so there is around 40 feet to the north of the road that would be perfect for a solar array since the trees are already cleared from the road which provides good solar exposure. (Picture here)

So my question is whether a solar panel array counts as "utilities"? It is going to cost me about $20k to bring in power from the road and I could put in a solar array for much less. The other parcel is designated forest land and the owner lives out of state.
