Deported convict wife refuses to sign divorce papers

This is not for me, it’s for a dear friend. Here is the situation:
My friend‘s wife was convicted of child molestation (among other charges) and was deported to her home country 13 years ago. My friend (a US citizen) has been trying to get a divorce from her since then so he and his family can move on, however, his wife refuses to sign the papers.
Is there any way he can be granted a divorce without her agreeing or signing? Any advice would be appreciated!
