HUD building... No heat...

Owensboro, Kentucky: I've been here since the middle of January. No heat at all. I've managed to borrow 2 space heaters, but I am pretty upset over not having the same options of central heat like everyone else in this building. The 1st response I got from the building manager was it would take 6 weeks to order the much needed part. Then I was told 2 more weeks. This never has been repaired and now delays are being blamed on the pandemic. My main question is... Even though my rent is deducted because it's a HUD building... Shouldn't it be deducted more and can I be reimbursed for some portion of the rent? I've tried to call various HUD numbers that only seem to deal with discrimination. I've been cautious about this because the building manager is very lazy and rude. I'm afraid of repercussions. How should I proceed? Thank you
