Water Shut Off with disabled child.

Our water is shut off by our trailer park manager and we have a disabled child that lives in the home and our trailer park manager is refusing to take our money to turn the water back home. We been without water for about a month now and now we are being evicted. Are they allowed to do this to us or not? I live in OHIO.
