Municipal Court Reporting An Unpaid Judgment On A Dismissed Prosecution

Jurisdiction is Texas, underlying court is a small-town municipal.

Seven (7) years ago I received a traffic citation (speeding, 12 over on a highway) from nowhereville, TX, population: two cops, the judge, and six chickens. One of those places where their entire revenue is from running speed traps on a highway that isn't even anywhere near the town. Short version is that I tied them up in discovery for a year and they dismissed it when I was in the process of bringing them before the OAG for egregious noncompliance with the TRCP.

Yesterday I received a letter from TXDOT stating that I had an outstanding unpaid judgment against me in the matter, and I was barred from renewing my driver's license. I retained all the paperwork from the underlying prosecution and could simply clear this up, but 1) the town and their PD are bad actors; and 2) after the aggravation I went through the first time around I'm inclined to think this is the city attorney taking another swipe at me for calling them out on their practices the first time around. Thus I intend to re-engage.

I need a Federal question to satisfy jurisdiction and drag this out of the State system. Suggestions?
