My vehicle was vandalized on purpose by an "unknown" person, in which I have footage of someone exiting their residence, vandalizing my vehicle on two different times (once they go to all of my tires, steal the valve stem caps in what appears to be an attempt to deflate my tires, and attempt to slash one tire) and the second attempt they cause damage that will require the replacement of my rear bumper, rear trunk lid, and one tire. Beyond filing my police report which I did, what civil actions can I take since my local PD does not take these types of crimes seriously. (the officer essentially said that if the guy confesses they can get him and if not there isn't much they can do)

Any suggestions on what I can do or if there is any other evidence that would be needed to make my case more solid?
