Can I hold people responsible/get money from people who back up into my parked car if I set up a dash cam to capture it? [PA]

Since moving to Philadelphia about a year ago, I've watched so many people bump into other cars when they're parking their own. Piggybacking off of that, I came to the city with my car looking pretty much brand new and over the months, have seen my bumpers go from spotless to riddled with scratches and chips in the paint that have occured from people backing up into me when they're parallel parking. It's beynd infuriating.

So my question is: if I install dash cams, is there any way that I can hold the people responsible for damages/get money from people who hit my car if I end up getting video evidence of it? And how would I go about doing so? I'm not trying to extort people or anything lol I just want to receive compensation because I'm sick of people regularly damaging my car and not being responsible/accountable for it whatsoever.

I'm eventually I'm going to have to repaint and repair both the front and rear bumpers with money out of my pocket because people think they can park their cars into spots they don't fit into.

TL;DR: People keep backing up into my car when they're parking and I want to know if I can receive compensation if I install dash cams and start obtaining proof that people hit me.
