Negligence of park contributed to cats death

This is in Illinois. So a friend of mine and I both live in the same trailer park. We got cats from the same litter when they were just kittens. The trailer park we live in has a bunch of strays and it violates the lease to feed them. However, there is one lady in particular that feeds all the strays every night. They all hang around her yard and outside her home. A home which is literally 30 feet from the main office. Ours are indoor only cats, never been outside.

Well, we've noticed a few of the strays have mange. We informed the park because that is dangerous to other pets. Landlord said thank you and she'd keep an eye out. Well, nothing has been done, and the cats are still roaming around. My friends cat started getting sores. Thought it was fleas at first and started a long process of flea baths and house cleaning and flea medicine for 2-3 months.

Took her to the vet, vet said to give her antiseptic baths, etc... Well, cat was found dead today after he got home from work. It was heartbreaking. Called the landlord who claims she doesn't see the lady feeding the cats and doesn't know which home the cats hang around. Now, considering at any given time, including as I type this, there are multiple bowls on this ladies porch, and 4-5 strays in her yard, and we TOLD the landlord which home, we know she knows too.

We've tried for months to get them to do something about the strays, to get animal control, to talk to this woman, (similar complaints were made all last year too), but the landlord just doesn't do anything. Now my cats are starting to get wounds, and scaly skin, and I fear for their lives... What recourse is there for reimbursement of vet bills, supplies to combat mange, loss of a pets life, or even to get her to just DO something about these cats? Is there anything? Other pets are in this park too, and I'm afraid they could all start getting sick.
