My boss claims to donate half of my check to a charity if I do something he told us not to do. Is it even legal?

My location: Pennsylvania, US

I've been working as a floor guard at the closest skating rink near my house for about 7 months now. Every now and again I will talk with a friend or another co-worker for a few laps while I'm working while still keeping an eye out for anything that I need to attend to, like someone falling or someone breaking the rules. If I would see something that needs my attention, I would instantly break off and deal with that issue.

Recently, my boss claimed that if us floor guards kept chatting with others while working, then he would only give us half of our checks and would donate the other half to the charity of our choice. Is that even legal? Is there anything I can do about it?
