Property Dispute Gone on Far Too Long

Reddit, I need some guidance on what potential directions I have available to me regarding a situation that has gone on for far too long.

This issue is in the state of Illinois.

To summarize as succinctly as possible, here are the key points:

  1. New neighbor purchased land that shares a line with our property.
  2. New neighbor asked if he could build a pond that would back water up very nearly to our house. We said no.
  3. New neighbor hired a surveyor to survey his property. This survey does not agree with the survey that we have and actually encroaches on our property significantly. Property line dispute ensues.
  4. New neighbor does several things to harass us, including:
  • Placing huge mounds of dirt and riff raff right next to the entrance of our driveway on the disputed property
  • Placing junk cars next to the entrance to our driveway on the disputed property
  • Riding four wheelers up and down the hill right next to our property creating rutts on the disputed property
  • Landscaping next to our driveway (on the disputed property) to divert rainwater across our driveway any time it floods
  • Erecting a junk looking mailbox next to our mailbox (despite not even living on the property at all)
  • Taking us to court to sue us for false claims
  • Slander. A high school classmate, whom I have never spoken to since high school approached me and told me things about my father in regards to these issues.
  • The list could go on.

This has gone on for over a decade. It is very clear to me that this dispute is not in any way shape or form an honest pursuit of justice over legitimate claims. This entire ordeal has, in my opinion, made a complete mockery of the legal system. We have tried reaching out to the local attorney and he refuses to help. We have tried hiring a surveyor to survey our property to dispute our neighbors survey. None of them will complete their surveys. Nobody seems to want to help us or get involved.

This entire situation disgusts me. If the local legal system is failing us and is allowing our "neighbor"*** to make our lives a living hell, what options do we have to make this nonsense stop for good?

***Who doesn't even reside on the property but has instead erected a building there to make it seem like someone lives there
