Bought a trailer from a woman who doesn't have the title

(This is in Wisconsin) Ok so I moved into a mobile home in a mobile home park back in Sept of 2016. Jan 2019 paid it off and the landlord said she only has a bill of sale and is waiting for the title to come in. Talking to my husband today she said the title is in her name. Landlord said she would send a copy of the contract we signed as that was complete since we paid the full price of the trailer. Landlord told me that she filed for a title a month ago and was told it could be up to 3 months. Husband and I are pissed we dont have a title. We have been thinking of asking her for the money we paid and she can keep the trailer and we will move out.

Is she breaching her own contract? Do we have a legal leg to stand on if we were to take her to court? Can she legally sell a trailer that she doesn't have the title for?
