Friend hasnt gotten paid

So i live in california and my buddy needs some advice. He worked for 3 days for a staffing agency that he would normally get work from. He stopped working after getting sick for a couple days its been about a month and they have not paid him yet. Hes called and almost seems like they are giving him the run around what should he do?
