Is a pharmacist allowed to withhold a prescription for a made up reason?

So I went to go pick up my mom's medicine, which was not a controlled substance, therefore I didn't need an ID to pick it up, and have picked it up in the past several times. I got up to the counter, told her the name, and then she told me I needed to be 18 or older to pick it up. I went through the same thing with the same woman a couple days earlier, but when my of age driver came up to get the prescription for me, the pharmacist didn't even look at his ID. Is she legally allowed to do this? Because I know for certain I can legally pick up the medications, so this one woman made it up that I couldn't.
