My employer is refusing over time or compensatory time for a week I used a personal day and had over time.

I took a personal day on a Monday and had 3:30 min over time over the following days. I looked into my check and noticed that time was unaccounted for, so I asked about it and was told that since I was not physically in the office over 40 hours, I didn't qualify for over time. I have not real problem with that, but I don't think its right to just loose out on those hours. I looked into it and learned about compensatory time, when I asked to get those hours back in leave they also rejected that. I that seems wrong to me, does anyone have any suggestions on what I can do?
Sorry I forgot to mention this is in Texas.
