Visitor of the US recives a higher bill after 2 years

In April of 2015 i was in the US to go to my GF (back then). On the second day i was there i broke my jaw and had to go to the hospital. The first Hosiptal (Elliot in Manchester NH) was only for a quick Xray scan and did some stiches in my jaw. They also gave me painkillers and sended me to Boston Mass General. Arrived at Mass General they asked for my name (Wich they stated wrong) and my adres in Holland. I gave it to them and the gave me a some kind of first aid room. I have sat there for a couple of hours, because the surgion doesn't have the time to do my jaw fracture repair. In the mean time the nurse did also an other Xray. After a while they could proceed my Jaw fracture repair (the operation was 5 hours). After that i was set off to a room where i can recover. After some meds i was sent back home.

After 2 months i recived a bill from the US. 10k for the whole thing it said. Both of my incurences in Holland sended the money to my bank account instead to the Hospital. So i contacted the Hospital if i can have a payment plan. They agreed and i didn't hear for a while from then. Then in Oktober 2016 i recived a bill from the Hospital. It was odd because it was more then a year when i was there and i forgot about it. So i payed that bill and the rest of the bills until August 2017 when i recived a bill from the Hospital but now it was 65K. So i called the Hospital and i asked why the raise. They couldn't really explain it (in the bill it stated for some kind of services and Radiology) but i think that's weird because i was already paying my bill.

So i am asking. Is it allowed for Hospitals to raise bills in that way?
