I have an excessively loud neighbor in the apartment above me. His subwoofer for his television, his guitar, loud music are all played in excess at loud volumes, at all times of day.
I've complained to the apartment complex when I first moved in to this apartment 3 years ago. I've approached the tenant himself, at first respectfully, but most recently not quite as respectfully. All of this to no avail.
The most recent time, when I called the police, again, the responding officer asked me if I'd like to take him to court. I was confused, as I'd never known it was even an option.
My question is this: What would I take this gentleman to court over, what are my options? I know absolutely nothing about law, but if it's a potential avenue of resolution I've not explored, I'm interested.

Edit: Relevant ordinance text reads:
It is unlawful to play any radio, musical instrument, television, or music players such as a “boombox,” tape cassette, or disc player at a volume that disturbs the peace of another person. This ordinance does not prohibit a lawful public concert or public performance. It is also unlawful to speak, shout, sing, or create any noise at a volume that disturbs the peace of another person. This ordinance does not prohibit calling for help in the case of an emergency. It is presumed that if the volume of the offending source is plainly audible to persons more than fifty (50) feet away from the source of the noise, a noise violation exists.
I should also add the apartment complex maintains a "quiet time" of 10pm to 10am. This tenant has violated that rule on more than one occasion but the property managers have done little to enforce it.
