Legal Questions regarding PTO hours

So I have a question on weather it is legal for an employer to penalize employees by taking away PTO hours.

Some background information. Our Small mom and pop company has bee having issues with employees clocking in and out on their digital time cards. The business it located in the state of Nevada. Of course it has always been the responsibility of us the employee to correct and provide proof of attendance to those missed punches.

In response to several employees needing to correct their missed punches our management has implemented a new policy.

The new policy is that for every missed punch on a time card you will be charged 15mins of PTO as a penalty. This is also the case for tardiness of 5mins or more. So if you are more than 5mins late AND you forget to clock in it is a 30min deduction of PTO.

My main question.....Is this all legal?
