[WA] Can my sister move back home (out of state) with her son if they are not legally married?

Quick backstory, my sister moved to Washington to live with her boyfriend. They have a child together, but are not legally married. His name is on the birth certificate.

As of today, they are no longer living together. They're both seeing someone else. She wants to move back home (out of state) and take her son with her. Is there anything that says she cannot?

She is struggling to make ends meat with the high cost of living. She puts in 50-60 hours a week and can barely make it. The father lives with his parents and works part time ~20hrs/week.

Can provide other details if needed. Please help, I am worried about her.

*Edit - Thank you so much for the quick replies. She was so worried the father would file kidnapping charges or something like that against her. I do not believe they have some sort of custody agreement.
