Is small claims court the right course of action for this?

Hi there. I'm in Orange County, California. I have a friend of mine who got a bus pass sent to her through Fed Ex. She was staying in a motel at the time and the bus pass was sent there. An employee of the motel signed for the pass, but they lost it in their office. They basically told my friend there's nothing they can do after "reviewing their camera" and being unable to determine where it went after the employee signed for it. If small claims is the right course, what advice can you guys give my friend?
