Is it legal to charge for rent receipts (Ontario, Canada)?

So recently I've been on a search for a new place to rent, which you can see the reason for in my post history. I came upon a place that fit everything I wanted and more, for a very reasonable price! Everything was going smoothly and I was going to sign the very next day when the landlord told me they were only accepting cash and that I would not be able to claim this on taxes, unless I wanted to pay an extra $30 a month to get a receipt. Is this even legal? Should I continue business with these people? The other roommates there seemed to be living just fine and everything else was in order, I saw the lease form and everything looked solid.
