Dog may have bitten another dog, but I never saw it even though I was right there.

I'm in Indiana and recently my year old husky snaked past me when I was getting home and ran outside. She's super dog friendly and immediately ran over to my next door neighbor who was walking his small dog in front of his house. The other dog immediately got aggressive and while I was trying to wrangle her into the house the neighbor didn't do much but did pick up his dog and move to his front porch at one point. My dog was running back and forth between me and the neighbor for a minute before I got her wrangled into the house.

Twenty minutes later local animal control knocked on my door and said apparently my dog bit their dog. He said it was a very minor bite but did break skin and have me a citation that means I have to go to court where I can admit or deny.

I never saw my dog bite the other in any way and I don't see how it is possible, but they said they do have pictures as evidence. Is it worth fighting out does it sound like I should pay the fine and move on?
