[NY] Could the NYPD be sued for damages in this case?

I saw this video on reddit, it appears that the NYPD intentionally blocked traffic in order to catch motorcyclists from lane splitting, which is illegal in that state. From my understanding, this is not a case of entrapment on the part of the motorcyclists.

However, would there be grounds to sue for damages from other motorists? Such as a person is being fired for being late for work, or a trucking firm that recieved penalties for late shipments?

I'm not even from the US, merely curious.
