(Ontario) Fiance was laid off, pretty sure company is trying to screw us. Need to know our rights.

I have been googling since we found out yesterday afternoon, and finding conflicting information. Anyone with experience in ON employment law please please help. I can't figure out how to download the ESA...

Here's the specifics: He has been with the company since 2007 in the same position. He was laid off in 2010 for 8 months, then they asked him back. One of the conditions negotiated was that he kept his tenure. So officially, he has been there 6 years and 6 months.

They are offering only one week's notice(notified on the 20th, employment terminated on the 27th), 2 weeks of pay, and $700. So basically, 1 week of notice, and less than 3 weeks of severance. From what I've researched this is far, FAR below the minimum - especially the notice. The company is based in the US but has sites globally. Does this mean that they can go by the minimum where it's based? From my understanding, because he resides in Ontario we are entitled to the ON standards. Several sites and projects have been being shut down with massive lay-offs throughout the company.

How should we proceed? I would love to find the specific statutes, for him to give to his head HR and see what they have to say. If they still will not give us the minimum, we plan to find a lawyer.
