How to serve a registered agent that is refusing certified mail?

I've got a certified letter that has been with the local post office for at least 10 days. I believe the USPS stops trying after 15 days. This is a registered agent for an airline. I'm on the other side of the country. So what next, local sheriff?
Small claims. I'm in Oregon and the agent is in Boston.
