the TSA has taken longer than 6 months to review my damage claim - is there an option before filing a FTCA claim which will undoubtedly take a long time and cost money I don't have?

6.5 months ago I filed a claim with the TSA for damaging my personal property during their inspection. the damage amounts to $850. Their stated options are wait 6 months and then sue them in federal court. I know the federal court moves at a snails pace and hiring a lawyer rapidly eclipses my damages, plus I have to front the money. I don't want to file pro se as I don't feel properly equipped. Is there a step between "wait and hope" and "sue us and hope" that is likely to actually get me results?
