[Tenant - California] When does the 21 day deadline start for return of security deposit? Physically vacating and returning keys or the date on 30 day notice intent to vacate?

Gave the property manager notice on intent to vacate no later than December 31st of last year. Notice was delivered on November 25th. Ended up leaving on December 13th and returning the keys because the lease at the next place started December 15th. My husband and I hadn't signed the lease at the other place soon enough to prorate rent for the last month and give a full 30 day notice before that lease start date. Does the property manager owe us the security deposit 21 days after the return of the keys on December 13th or 21 days after December 31st?
