(Reno, Nevada) Someone I know asked for help with money, I offered to help and they took it all. What can I do besides not be this naive in future?

So last week I wanted to help a friend out. Let's call this friend "R". R decides to text me out of the blue to ask for some help with gas money until his check clears in a couple of days. I told him over text that I'd have 20 for him if he can make it down to my work (A casino and resort) because all I had was cash. He agreed. We meet and I explain I hit some money right before I went into work and I didn't have a chance to cash out my voucher, but since I was In uniform, I couldn't cash it right there without risking disciplinary actions by my work. So if he helped me cash it, he could keep 40 of the 284 dollar voucher and he can give me what's left over after I come back in from a smoking break. He agrees. I hand him the voucher with a bit of trust and head out. When I come back in 10 mins later, he's no where to be found. I call, nothing, I text, he tells me he's in the restroom. So I say okay cool. I go to check the bathroom he's not there. When I try to call, he's blocked my phone number. So my question is, am I SOL or is there something I can do to either get my money back and/or hold him accountable? I talked to a friend I have in surveillance and she was able to see it unfold. Me handing him a voucher and the exact times. She did mention how the cameras do not record audio but our texts clearly state I was gonna give him only 20 bucks. TIA.
