Elderly friend and her friends scammed out of $1 million +

My (44f) dear friend (87F) has been scammed. She was asked to "hold" money for someone with a promise of repayment of 8 million dollars. The people scamming her gave sob stories on the FBI holding the money, taking their kids, shooting at least two people. It's a laundry list of pathetic excuses. Supposedly the head judge of the State Supreme Court is trying to help, blah blah blah. This has been going on three years and my friend has not only sent them money but has gotten her friends to send money to these people...all told, well over a million dollars. Even Western Union in our county refuses to send more money, telling her it's a scam. We have told her it's a scam, interventions were held... She will not believe it. Her daughter (68F) will not believe it, either. One of her friends (69F) has lost her entire pension and is really screwed. This person will not come forward as a victim because she wants to believe she is getting repaid.

I have called the Sheriff, the State Office on Aging, the State Attorney General, Adult Protective Services, some federal scam hotline. No one will help. PLEASE tell what I need to do.
