Came home with my mom to see a small business card with the sheriffs info on it. On the back it says “civil paper for ___”

For context me and my mom had just got back home from a good day. We go on our front porch and walk in to see a business card from the Sheriffs Office in my county and on the back it says “Civil paper for (her full name i wont disclose).” I don’t understand why this would be? My moms a good citizen, at least as far as I know, pays all her bills on time, and is generally just a good person. What could this mean, Reddit? Never seen something like this before. I’ll attach a pic in a second.
