Rent to own trailer with no heat

We entered into a rent to own agreement in a trailer park last summer. Come this winter we find out the gas has been completely closed off and not functional leaving us with no heat. My question is, is this something the management should fix and pay for or are we stuck with a 9000 dollar repair bill to get is hear this winter. We live in Alabama if that helps
